La transition énergétique marocaine est généralement associée aux réformes de 2009, notamment à travers la Stratégie Énergétique Nationale, le Plan Solaire Marocain, la loi n° 13-09 et la création de MASEN. Cet article montre toutefois que les fondements de cette transition ont été posés bien avant cette date. En s’appuyant sur l’approche de l’institutionnalisme historique, il analyse les évolutions juridiques et institutionnelles intervenues entre 1982 et 2009, telles que la création du CDER, l’ouverture de la production électrique aux opérateurs privés, la concession de Jorf Lasfar, le programme PERG et le dispositif EnergiPro. L’étude met en évidence que la forte dépendance énergétique du Maroc et la croissance soutenue de la demande en électricité ont favorisé une accumulation progressive de réformes ayant préparé le tournant de 2009.
