لقد استطاع التطور التكنولوجي في عالمنا المعاصر، تحقيق تقدم ملموس في رقمنة الحياة الإدارية، وتمكن من تسهيل الحياة للناس من خلال إختصار المسافة، والزمن بين الحضارات المعاصرة، وتقليل الكلفة. ما جعل البيئة الرقمية تُساعد الموارد البشرية على ﭐستثمار هذا التطور، وجعل المجتمع الرقمي يراهن على تحويل المعلومة إلى معرفة وإنتاج الثروة، من خلال إستخدامها، وتقاسمها في زمن بدأ التفكير في حَوْسَبَةِ الأشكال المجردة للمعلومات، والبيانات مما يَطْرَحُ ﭐستحضار المواءمة بين ما هو إنساني وآلي، والانتباه إلى ما بدأ يطرحه الجرم الإلكتروني، حتى لا يبقى العلم محايداً عَمَّا يجري من تحالفات وتوافقات على المستوى الدولي. التي بفضلها تضمن للهويات الوطنية الحضور والوجود في الفضاء المرقمن.
