يشكّل الذكاء الاصطناعي أداة استراتيجية لتعزيز الحكامة في تدبير الموارد البشرية الترابية، من خلال تحسين الكفاءة الإدارية والشفافية وتطوير جودة الخدمات العمومية. فهو يتيح آليات مبتكرة للتوظيف، التدريب، وتقييم الأداء، بما يسهم في ترشيد الموارد والاستجابة لانتظارات المواطنين المتزايدة. كما يفتح المجال أمام بناء إدارة محلية أكثر ذكاءً وقدرة على اتخاذ قرارات دقيقة مبنية على التحليل البياني. ورغم الإمكانات الواسعة لهذه التكنولوجيا، فإن نجاحها يبقى مرهوناً بمدى توافر بنية تحتية رقمية قوية، وإطار تشريعي ملائم، وكفاءات بشرية مؤهلة. في هذا السياق، يشكّل اعتماد الذكاء الاصطناعي فرصة لإرساء حكامة ترابية فعّالة ومتجددة تستجيب لتحديات العصر الرقمي ومتطلبات التنمية المستدامة.
