إن الهدف من القانون المتعلق بالاستعمالات المشروعة للقنب الهندي يتمثل في القطع مع التشريعات السابقة التي نظمت زارعة الكيف، وسد الفراغ التشريعي الذي يعاني منه هذا المجال، وكذا تقليص الفجوة بين القانون والواقع في ما يتعلق بزراعة الكيف؛ وذلك من خلال اعتماد إطار قانوني ملائم يؤطر الإنتاج وينظمه، ويكرس نتائج الدراسات التي أنجزت حول جدوى تطوير الكيف لأغراض طبية وتجميلية وصناعية، سواء المتعلقة منها بالأبعاد الاقتصادية والاجتماعية والبيئية أو الجوانب المتعلقة بالتقنين والتدبير، مما سيساهم في تحسين دخل المزارعين، ويضع حدا لمشكلة تزايد متابعاتهم القانونية.
