تعتبر العلاقة بين التحول الرقمي والتنمية المستدامة "علاقة متكاملة"، حيث تلعب تقنيات المعلومات والتحول الرقمي والخدمات الالكترونية والاتصالات دورا فعالا في ترسيخ مفهوم التنمية، حيث تعزز من أنشطة البحث والتطوير لتحسين أداء المؤسسات الحكومية والخاصة وتقود إلى استحداث أنماط إدارية ومؤسسية جديدة، كالمدن الرقمية وحاضنات التقنية. كما تحفز النمو الاقتصادي، مما يخلق فرص عمل جديدة تسهم في تقليص الفقر ووضع الخطط والبرامج، التي تهدف إلى التحول نحو المجتمع المعلوماتي والعمل على تحقيق أهداف التحول الرقمي.
