يعالج الباحث زين العابدين الحسني في هذا المقال دور مشروع قانون المالية لسنة 2026 في تفعيل خارطة الطريق 2022-2026 الرامية لبناء مدرسة عمومية ذات جودة. ويرصد المقال تخصيص اعتمادات مالية تاريخية بلغت 97.1 مليار درهم، بزيادة قدرها 11.5 مليار درهم عن سنة 2025. يرتكز البحث على ركيزتين: الاستثمار في الكفاءات عبر إحداث 19,344 منصباً مالياً لتحسين الأوضاع المهنية، وتطوير البنية التحتية بإحداث 4,800 قسم للتعليم الأولي وتوسيع "مدارس الريادة" لتشمل 7,912 مؤسسة. كما يبرز الكاتب تحديات الحكامة والإنصاف المجالي لضمان جودة شاملة توحد الفرص بين جميع المؤسسات التعليمية.
