ينطلق نجاح الدول والحكومات والمؤسسات من بناءها منظومة رقمية تعكس تحولها الرقمي التي بات ضرورة ملحة من أجل تجاوز مختلف الأزمات الحالية والمستقبلية، فمواجهة تلك الأزمات يتطلب منها العمل على إثبات قدراتها وملاءمتها للتغيرات البيئية المتغيرة باستمرار، وتشكل تحديا لها ، ولابد هنا أن نشير إلى أن العامل مع الأزمة منذ البداية بحس نقدي واستشرافي يعطي نتائج محمودة عكس التعامل معها، كما حصل مع أزمة كورونا، بنوع من اللامبالاة يؤدي إلى نتائج كارثية لولا وجود نظام رقمي مكن العديد من الدول الاستمرار في تقديم خدماتها بشكل إلكتروني كالتعليم مثلا.
