تتناول هذه المقالة تأثير التحول الرقمي على مبادئ وأسس ومرتكزات المرفق العام. وذلك من خلال إسهام الرقمنة في إعادة تشكيل المبادئ التقليدية، مثل الاستمرارية والمساواة وقابلية التكيف، بما يجعل الخدمات المرفقية أكثر مرونة واستجابة لحاجيات المرتفقين. كما عززت الرقمنة الدعائم البنيوية للمرافق العمومية، ولا سيما من حيث الجودة والشفافية والنجاعة في تقديم الخدمة. غير أن نجاح الخدمات العمومية الرقمية يظل رهينا بتجاوز عدد من التحديات، من قبيل الفجوة الرقمية ومحدودية البنيات التحتية. وفي هذا السياق، تبرز الرقمنة كأداة استراتيجية للارتقاء بفعالية وجودة تقديم الخدمات العمومية.
