عمل المغرب بعد مرحلة ما بعد الحماية على الاهتمام بالشأن المحلي للسكان عبر احداث الجماعات القروية والحضرية بغرض تحقيق تدبير ترابي محلي تتم، وذلك منذ ستينيات القرن العشرين. لقد عرف المغرب وضع قوانين متعددة لترسيخ وتقوية التدبير المحلي اخرها وضع قوانين تنظيمية سنة 2015 بغرض توسيع عمل الجماعات، غير أنه لازالت العديد من الجماعات تعاني اكراهات عدة على مستوى التدبير الترابي، حيث تشكل جماعة تنديـــــن الواقعة ضمن المجال الجبلي بالأطلس الصغير الغربي حالة صرفة لمختلف الاكراهات والصعوبات التدبيرية.
