تشكل اللجان المؤقتة أو الاستثنائية أحد المظاهر الدالة على مرونة التنظيم البرلماني المغربي وقدرته على التكيف مع المستجدات والوقائع غير المتوقعة التي تفرض نفسها على جدول أعمال المؤسسة التشريعية. فإلى جانب اللجان الدائمة ذات الاختصاصات المحددة سلفاً، يتيح النظام البرلماني إحداث لجان مؤقتة لمعالجة قضايا خاصة أو أحداث طارئة لا يمكن استيعابها ضمن مجالات تدخل اللجان الدائمة، وهو ما يعكس وعياً بأهمية توفير آليات استثنائية لمواكبة القضايا ذات الطبيعة المعقدة أو الحساسة. وتُنشأ هذه اللجان كلما اقتضت الضرورة البرلمانية ذلك، حيث يناط بها البحث والدراسة والتقصي في ملفات معينة أو وقائع محددة تستوجب تحقيقاً برلمانيا معمقا، لتنتهي مهامها بإعداد تقرير مفصل يعرض على البرلمان قصد التداول فيه واتخاذ المواقف أو الإجراءات المؤسساتية المناسبة، بما يعزز دور البرلمان في المتابعة والرقابة والتفاعل مع القضايا الوطنية الراهنة.
