لا شك أن تنويع الاقتصاد والبحث عن بدائل لعوائد النفط، أصبح ضرورة ملحة من عدة نواح، أولها عدم استقرار سوق النفط؛ وتحكم الدول الكبرى فيه؛ ظهور بدائل الطاقة المتجددة تقلل فرص الاعتماد على النفط ومشتقاته؛ عدم قدرة سوق النفط استيعاب جميع اليد العاملة. وبالتالي، فإن البدائل ستسهم في خلق فرص عمل جديدة، وفي تحقيق النمو الكلي والتنمية المستدامة خاصة إذا ما أحسن التخطيط لتلك الفرص وعرضها، وإذا كانت تعتمد فعلا على القدرات التنافسية، وعلى رأسها الاهتمام بحوكمة الموارد البشرية.
